What is MGNREGA?
MGNREGA is the biggest social security in the world; it is a government employment scheme which aims to offer livelihood, sustenance, and employment to the rural communities and laborers in India. The National Rural Employment Guarantee Act is introduced in 2005 which was now named as Mahatma Gandhi National Rural Employment Guarantee Act.
This scheme guarantees income security to rural families and provides a minimum of 100 days of definite wage employment in one year and it is applicable for adults who have volunteered for unskilled manual labor.

Importance of the Mahatma Gandhi National Rural Employment Guarantee Act scheme
After launching this scheme in 2006, it has changed the lives of the rural labor market, it’s a great opportunity to the rural householder to earn minimum income by getting job cards on this scheme.
It helps the poor to climb out of poverty and even not – so- poor help as a measure to supplement their income by working during lean agriculture periods. Conversely, the scheme is comprehensive with higher participation women and SC, ST individuals.
Key features of MGNREGA:
- 33% of the total workforce has to be women.
- On MGNREGA, the wage list is identified by the center but it is state-specific
- On no conditions, wages can fall below 100 in a single day
- Unemployment allowance will be 1/4th of the wage rate
- Schedule of Rates is state-specific. (State declares the peace and time rates)
- MGNREGA takes a demand-based approach, means the enthusiasm of the work is first considered and work is planned and estimated. Rural people decide the time when they needed.
- All people enrolling for MGNREGA will be given job cards
- Since 2008, beneficiaries have been receiving their wages directly in their post office or bank account
What works has PACS done on Mahatma Gandhi National Rural Employment Guarantee Act?
MGNREGA has been the largest thematic intervention for PACS and it covers almost 78 districts and involving 132 civil society organizations. PACS works on MGNREGA has involved a number of intrusions and proposals like:
Kaam Maango Abhiyan:
Working with socially barred societies to increase knowledge of the work demand process and helping them to submit collective applications for MGNREGA work.
Inclusive Social Audits
To develop a social audit model to review MGNREGA work and quality which include all community members and involves an open to the public voice
Inclusive IPPE Planning
Certifying the MGNREGA planning process is general of all community members; make sure that planned works benefit everyone.
SESK Help Centres:
Launching 10 MGNREGA Help Centres in the Giridih district of Jharkhand to provide support to communities in submitting work applications, following-up payments and addressing grievances.
MGNREGA Women Mates:
Training over 1000 Dalit women in the Jehanabad district of Bihar to take-up management roles as MGNREGA site supervisors (or “Mates”) – a job normally done by men.
MGNREGA Research:
Funding the data study and preparation of a research report to analyze the effectiveness of MGNREGA and its role as a catalyst for rural development
The household Registration process for MGNREGA scheme :
The process of rural household registration will be carried out on a regular basis all over the year to offer maximum employment to the rural population on the central govt.
CSCs will function in every rural area where they receive an application for employment and the same will be sent to the Gram Panchayat or block office for further action
Rural householders mean the group of people living as a family in rural areas, they may either connected by blood relation or adoption or marriage. Adults of the family can easily eligible to this scheme.
The minimum age limit should be 18 years to join the scheme
The application includes details like name, gender, Aadhar number, mobile number, caste, BPL status and more
Verification Process of Mahatma Gandhi National Rural Employment Guarantee Act Scheme:
The verification process will be carried by the Gram Panchayat on receiving the application for employment on this scheme; this process will take almost 14 days from the date of receiving
The issue of New Job Cards:
After verification of the application, the Gram Panchayat will provide job cards to the beneficiary and this card contains details like Unique Jon card Number, age, gender name, work allocation and dates, wages, earned, etc.
